The United States and International Law
September, 2007

In a major speech presented on June 6, 2007, John B. Bellinger, III, the Legal Adviser of the U.S. Department of State offered a clear and compelling exposition of the United States Government's deep-rooted and undiminished commitment to and respect for international law and U.S. treaty obligations. His remarks addressed forthrightly several misperceptions often heard about U.S. treaty practice and U.S. commitment to global cooperation. As Mr. Bellinger states in the concluding passage of his remarks, "[T]he U.S. role in the world makes international law more important to us, not less . . . Our careful approach to treaty negotiation and treaty acceptance reflects our respect for international law, not a desire to be free of it."

John B. Bellinger, III, is the Legal Adviser of the U.S. Department of State and serves as chief adviser to the Secretary of State on matters of international law affecting U.S. foreign policy as well as other legal matters related to the core functions of the Department of State.
